What is homelessness?

Homelessness is a difficult and complex issue. So much so, that there is even disagreement over the definition of who is truly homeless and who is not. The U.S. Department of Housing and Urban Development (HUD) defines someone as "homeless" if he or she:

- resides in an emergency shelter or in transitional/ supportive housing for
homeless persons; or
- resides in a place not meant for human habitation, such as cars, parks, sidewalks,
abandoned buildings, encampments, and dilapidated buildings.

The U.S. Department of Education uses an expanded definition that also includes
people who are:

o doubled up with family or friends due to economic condition
o living in motels and hotels for lack of other suitable housing
o migrant workers living in housing not fit for habitation

The State of Georgia, in the Act that created the State Housing Trust Fund for the Homeless in 1988, defined homelessness as "persons and families who have no access to or can reasonably be expected not to have access to either traditional or permanent housing which can be considered safe, sanitary, decent, and affordable."1 Because of the important variations in the definition of homelessness, this report primarily uses the more narrow HUD definition, except when otherwise noted.

What is chronic homelessness?

About 25% of the homeless population experience long spells of homelessness or have had numerous homeless episodes.2 These chronically homeless individuals use a disproportionate share of public services and are vulnerable to continued homelessness. HUD considers someone chronically homeless if he or she is unaccompanied, has a disabling condition and has been homeless continuously for a year or has had at least four episodes of homelessness in the past three years.

What is the impact of homelessness?

Homelessness has a profound impact on the individuals and families it affects including increased health problems, increased mental health problems, difficulty with maintaining employment, separation of families, and so on. Although we can sympathize with people who are in difficult straits, it is fair to ask why homelessness matters to the community at large. Homelessness affects more than just an individual or family. It affects the whole community in a number of ways.

The costs of homelessness include:

o poor educational attainment and development among homeless children
o uninsured medical costs for a population with a high rate of disability
o public safety costs including police and jail costs for offenses such as
panhandling, loitering, or vagrancy
o sanitation and litter control in parks and public spaces where homeless people
congregate
o high cost of emergency shelters, transitional housing, and supportive services for
individuals and families experiencing homelessness
o high cost of crisis services such as emergency room and ambulance services
and inpatient hospitalization for acute and chronic health conditions as well as
mental health crises
o lost wages and revenue from individuals that would otherwise be able to work if they had a permanent address

How many people are homeless in Georgia?

The difficulties of counting the homeless in any single community, much less a large state, have been discussed in detail by both researchers and advocates for the homeless. This report will not presume to provide a single, definitive, and indisputable number of persons who are homeless in Georgia. However, it is important to have at least some understanding of the magnitude and scope of the problem. Fortunately, a significant amount of data from multiple sources is available to indicate how many people in the state face the dreadful prospect of no place to live.

Point in Time Homeless Counts

The federal response to the problem of homelessness is embodied in the McKinney-Vento Homeless Assistance Act, first passed in 1987. The McKinney-Vento programs are administered by many federal agencies including HUD. In order to receive federal funding, communities must organize services within a Continuum of Care umbrella. In 2003, the U.S. Congress passed legislation requiring that the Continuums of Care conduct point-in-time homeless counts once every two years. Accordingly, each of Georgia's Continuums of Care (CoCs) have been engaged in an effort to count the state's sheltered and unsheltered homeless population.

The CoCs that cover Chatham, Cobb, DeKalb, and Fulton Counties and the consolidated
governments of Athens-Clarke, Augusta- Richmond, and Columbus-Muscogee conduct
homeless counts annually or biennially. For example, every other year, the Metro Atlanta
Tri-Jurisdictional Collaborative on Homelessness (Tri-J), comprised of the City of Atlanta, Fulton
County, and DeKalb County, has over 500 volunteers and staff walk and drive the entire 750
square miles of the jurisdiction from midnight to 5 a.m., looking for unsheltered homeless people.

This national best practice canvassing model is coordinated by Pathways Community Network for the Tri-J. On the same night, the Tri-J conducts a census of its emergency shelter and transitional housing beds. On January 25, 2007, the Tri-J count identified 6,840 sheltered and unsheltered homeless people in the two county area.

Because the Balance of the State covers 152 counties, many of them rural, the Georgia Department of Community Affairs (DCA) has always performed an annual assessment of persons in shelters and transitional housing, but until 2008 did not have a feasible way to count unsheltered homeless people. Beginning this year, DCA used a sampling methodology and predictive model developed by statistics faculty at Kennesaw State University.5 The methodology took the unsheltered homeless count in 23 counties to arrive at a predicted count of unsheltered homeless persons by county. The count data used in the model included counts from 2007 and 2008. The counts conducted in the Balance of the State were done using surveys primarily collected at locations where people receive services. All of the count efforts around the state, along with the model, indicate that there were over 20,000 people in Georgia who were homeless at a single Point-In-Time (a one-night snap shot) during the last week in January.

The homeless count surveys collected in January 2008 also included a question about the length of time that people had been homeless. Using a weighted average of those responses provides an estimate of over 75,000 people who experience homelessness in Georgia at some time during one year Who is homeless in Georgia? As part of the point-in-time count in January 2008, 1,578 unduplicated surveys were collected from people around the state who were having housing difficulties. The surveys focused on the housing status of the survey respondents and their families (2,041 people) on the night of January 27, 2008. The housing status of the survey respondents and their families is shown in the table below.

The people categorized as "precariously housed" were staying with family or friends or in hotels/motels. These people would be considered homeless under the more expansive U.S. Department of Education definition of homelessness, but not under the definition adopted by the U.S. Department of Housing and Urban Development. Children were more likely to be in families that were precariously housed or living in homeless shelters. About 71% of the survey respondents who were precariously housed were women. The unsheltered homeless were generally middle aged adults, 59% of those survey respondents were men. The sheltered homeless were split almost evenly between women and men. Using the broader definition of homelessness, the majority of Georgia's homeless population are women and children. What causes homelessness in Georgia?

Two factors play a huge part in the lives of people who become homeless: extreme
poverty and personal vulnerability.

Extreme Poverty - People can become homeless because of:

o very low incomes,
o unemployment, or
o the lack of available affordable housing.

Income and the cost of housing

People who are poor face a much higher risk of becoming homeless. Georgia's poorest
citizens, who earn 50% or less of the poverty level, are at particular risk.

Personal Vulnerability

The other factor that plays a role for many people that experience homelessness is a
personal situation that leaves them vulnerable to the loss of housing, such as:

o mental illness
o substance abuse
o developmental disabilities or brain injury
o physical disabilities or chronic medical problems
o family violence
o prior evictions or poor credit
o criminal background

Many individuals and families have personal vulnerabilities that place them at significant risk of becoming homeless. Disabilities, including mental illness and drug and alcohol abuse, exact a terrible toll on people. In the 2007 Metro Atlanta Tri-Jurisdiction Survey, about 58% of the respondents indicated that they had one or more disabilities. Of those, 22% had multiple disabilities. From a survey of 24 cities, the U.S. Conference of Mayors estimates that about 22% of the homeless population suffers from a severe mental illness. Domestic violence plays a significant role in homelessness among women and children. In a 1998 study of homeless parents in ten U.S cities (most of whom were women), 22% said that they had left their last place of residence because of domestic violence.

Past experiences and behaviors can also create significant barriers for individuals and families who are trying to escape homelessness. Being homeless can lead to arrests for behaviors such as trespassing and loitering. Criminal offenses such as these, and certainly more serious convictions, can make it difficult to pass a required background check when trying to rent permanent housing. Additionally, certain felony convictions make it difficult to obtain a bed in an emergency shelter. Likewise, prior evictions and poor credit can make it difficult to rent decent affordable housing.

The rate quoted to a customer on a VA home loan is set by the mortgage company, not the VA. To add to this also that if a customer qualifies for a VA home loan, his or her score has nothing to do with what the rate is.

The Civil War in Georgia

Abraham Lincoln's election in November 1860 led to the calamitous conflict known as the Civil War. Following other Southern states, delegates to Georgia's convention to consider secession convened in its capital city of Milledgeville in January 1861. After spirited debate, delegates voted 208 to 89 to leave the Union.

Far from the war's early fighting, and being one of the new Confederacy's largest states, Georgia's primary initial war contributions were its men and materials. Some 130,000 Georgians served in the Confederate military, while manufacturing facilities were quickly constructed or expanded in several cities with rail service, including Atlanta, Augusta, Columbus, Macon and Rome. The state's relatively remote location from the conflict was ideal.

The war reached Georgia in April 1862, with the Federal capture of Fort Pulaski near its largest city and seaport, Savannah. Fort Pulaski's surrender, caused by rifled artillery bombardment, ended the era of masonry coastal defenses.

The following day one of the war's most storied episodes occurred through northwest Georgia. After stealing the locomotive "General" in Big Shanty (Kennesaw), the Great Locomotive Chase (a.k.a. Andrew's Raid) covered ninety miles northward past Ringgold. Its legend prompted two future Hollywood films and a U.S. Supreme Court decision (over ownership of the General). Many of the raiders became the first recipients of the Medal of Honor. The raid itself failed, with several raiders hanged as spies.

September 1863 witnessed the first major fighting in Georgia, culminating in the horrific Battle of Chickamauga. Yet 1864 was the war's decisive year. In May a new Federal commander, William T. Sherman, began a four-month campaign to capture Atlanta. Outnumbered Confederates under Joseph E. Johnston and John Bell Hood vainly attempted to halt Sherman's advance. Atlanta's fall assured President Lincoln's re-election and ultimate Union victory.

As the war dragged on, the number of prisoners mounted. Andersonville in southwest Georgia was selected for a new stockade. Dwindling Confederate resources and overcrowding quickly became acute problems. Nearly 13,000 Federal prisoners died from malnutrition and disease. Today Andersonville honors all American prisoners-of-wars from every American conflict.

The war came to a devastating end in Georgia with Sherman's March to the Sea in late 1864, and Wilson's Raid in April 1865. Leaving a burning Atlanta in mid-November Sherman's army swept across Georgia, destroying everything of possible use to the Confederacy. The indiscriminate Federal foraging resulted in their hatred by many Georgians for generations. Sherman's march ended in mid-December with Savannah's capture.

The following April the war's largest cavalry campaign swept into Georgia at Columbus and elsewhere, then quickly captured Macon, again laying waste to Georgia's war-making capacity in its wake. The next month elements of James Wilson's cavalry captured President Jefferson Davis near Irwinville, officially bringing an end to the Confederacy.

What began in 1861 with excitement and hope ended in 1865 with 11,000+ Georgians killed, many thousands more wounded, and economic devastation. Yet nearly 500,000 African-American slaves in Georgia were emancipated, beginning their long road to full civil rights. The Civil War was Georgia's most momentous chapter.

o Some people don't know they are getting divorce until a sheriff's deputy shows up at their door. The defendant is usually served with the complaint by a deputy.

o An annulment is different from a divorce. Annulments void the marriage completely based on a premise that one of the spouses was unable, unwilling or was fraudulent at the time of the marriage. An annulment cannot be granted if the couple has children.

o Many divorces do no require a hearing. If the spouses can reach agreements, they can file and the agreement that will be accepted as an order of the court. But if children are involved, a judge always makes the decisions regarding child custody and visitation.

o Uncontested divorces are final after 31 days. The time needed for contested divorces depends on how several factors:
1. If there is going to be a hearing and how long it will take for that hearing to be scheduled.
2. How many issues need to be decided. Contested divorces can take months to finalize.

o In some cases, a preliminary hearing may be held. This hearing allows the parties to reach a temporary agreement until the final hearing is held. Many judges will require these hearings to decide temporary custody issues involving children.

A place where winning golfers get green jackets, Augusta, Georgia has a long history from the American Revolution to racial segregation. Anyone relocating to Augusta will see a mid-sized Southern city that has undergone some changes in recent years.

Augusta is located about halfway up the Savannah River where navigable waters end. The city expanded in 1996 after joining Richmond County to form a single government known as Augusta-Richmond County. However, the consolidated community remains to be called Augusta. Bordering South Carolina, Augusta is the second largest city in the state. In the five years since the 2000 census, the estimated population declined 2.3% to 190,782 people. With over 300 miles of land, city residents now have plenty of elbow room. The population density is significantly below average for cities with just 648 residents per square mile. According to U.S. Census figures in 2005, the average age of residents was 33.8 years, with 53% of the population claiming African American heritage. Another 41.3% of the people were White non-Hispanic. The average household size was 2.5 people. Families made up 66% of the households, 40% married couples.

Slightly below average is the percentage of people over 25 who have graduated from high school. Census statistics show 78% made it through high school, while nearly 19% had a bachelor's degree or higher. But among people 16 to 19 years old, a very high drop out rate of 16% was revealed in 2005. Government statistics reveal 23% of the city's people lived in poverty, including 29.4% of African-American residents. One reason why more people aren't relocating to Augusta is a stagnant job base that hasn't grown in the five years since 2000. Almost a quarter of all city jobs for women were health care related. The top job sector for men was construction, at 11% of the workforce. In the Augusta area, the largest employers include a Department of Energy nuclear facility, a military installation including Fort Gordon, and the Medical College of Georgia. The median income of households for Augusta for 2005 was ,231, about ,000 below the national average. At 19.3 minutes, Augusta residents had a commute time that was six minutes shorter than the national average.

Well below the national average are Augusta's home values. In 2005, the median house/condo value was ,200, compared with the U.S. average of 7,500. Home values had grown less than two percent since 2004. Over 21% of city housing units have been built since 1990. About 77% of the population live in single-family or mobile homes. Businesses have been leaving downtown Augusta for suburban shopping centers since the 1970s. City officials set forth plans to revitalize the city's hidden riverfront to build a river walk with parks, an amphitheater, hotels, museums and art galleries. The riverfront renaissance has yet to spill over into Augusta's business district. Manufacturing is the largest part of Savannah's economy with plants like Gulfstream Aerospace, International Paper, and Georgia Pacific. With the city's history and charm, tourism has grown rapidly with roughly six million visitors annually, adding more than .5 billion to the economy. Savannah also supports a military community with Hunter Army Airfield located within city limits. The army complex is part of an infantry division located at Fort Stewart, 40 miles away. Together, the installations find 22,000 soldiers and 3,500 civilians on government payrolls. With its seaports and cargo hubs, the Port of Savannah is the fifth largest container port in the country. Designated a Foreign Trade Zone, the port is a major distribution point.

There are three park hosts that work here at different shifts, as well as a full time caretaker. The facilities are also clean and spacious, with hook ups that are large enough to accommodate big rigs.

A little further away from Augusta, but still within a comfortable driving distance, is a spacious facility in the vicinity of Savannah. The Savannah South KOA (Kampground of America) offers RV campers hook ups that accommodate RV's up to 75 feet in length, with electric and water connections. Natural gas and cable TV are also available for a fee, and there is a beautiful swimming pool and free Internet access for campers' usage. This campsite is open all year round.

Augusta Georgia Housing Market

After taking some time to look over the Augusta Georgia housing market statistics for the year and see if I could get a feel for what 2009 may be like I came up with the following assessment.

The 2008 residential sales figures were down 22% over 2007's sales, but 2007 was the second best year ever in the Central Savannah River Area (CSRA). All in all, 5,011 homes sold in the Augusta area last year. Townhome sales where a bright spot in a down year. With 529 townhome sales in 2008 - it became the second best year ever for "residential attached" sales.

For comparison 2007 was the best year ever, with 532 total sales, while the third best year fell way short of both - 2006, with 393 sales. Proof positive that what we're really going through is an affordability crisis rather than a mortgage crisis. The "sweet spot" of the housing market was between 0,000 and 9,999. That sector accounted for fully 46% of all sales. The luxury market suffered the most. Homes with a list price over 0,000 accounted for 6% of all sales.

The best news of the year comes from inventory reduction. The number of available homes dropped every month since June of 2008 at a high of 4,713. The end of December number of 3,955 represented a drop of 758 properties or 17% - the steepest drop in available inventory in MLS history. Since real estate is a supply and demand industry - this is a good sign we may be near the bottom of the trough of this Buyers Market cycle.

Despite all the gloom and doom, CSRA sellers still received - on average - 97% of the list price of their homes when they sold. This edifies recent media reports of Augusta continuing to see mild appreciation in a nationwide trend of negative appreciation. When you consider all the foreclosures that get lumped in with those statistics, it's probably more like 98-99% on a regular Seller-Occupant to Buyer-Occupant transaction.
